Data Analyst

Project Hours: 100–150 Hours

Work Arrangement: Remote

Position Overview

We are seeking an experienced Data Analyst / Administrative Data Management Analyst to provide data management, data matching, analytics, and knowledge management support across multiple research and evaluation projects.

The Data Analyst will work with complex administrative datasets, develop analytic datasets and data dictionaries, document data matching processes, and create annotated SAS code. The role requires strong attention to data privacy, confidentiality, security, and data governance throughout the matching and analysis process.

Key Responsibilities Data Management & Analytics

• Provide data management and knowledge management support for multiple research and evaluation projects.
• Conduct complex data matching using multiple sources of administrative data.
• Create and maintain analytic datasets based on matched records.
• Develop and maintain data dictionaries for primary and topic-specific datasets.
• Review, update, and maintain documentation related to data matching and data management processes.
• Analyze historical and current-year data as required by project needs.
• Adapt existing SAS code from previous data-matching processes for current projects.
• Create clear and well-documented SAS code with appropriate annotations.
• Ensure data processes are accurate, reproducible, and properly documented.

Data Privacy & Governance

• Ensure data privacy, confidentiality, and security throughout data matching and analysis activities.
• Follow established data governance criteria and security protocols.
• Handle sensitive administrative data in accordance with applicable policies and procedures.
• Maintain appropriate documentation and controls for data access, matching, processing, and analysis.

Project Responsibilities NY/NY III Evaluation

• Create an analytic dataset using matched records by adapting code from previous data-matching activities.
• Create a new data dictionary for the primary NY/NY III dataset and topic-specific datasets.
• Document the analytic dataset creation process.
• Annotate SAS code to clearly explain data processing and matching procedures.

NYC 15/15 Program

• Contribute to the development of the analytic dataset.
• Create and maintain the corresponding data dictionary.
• Develop and annotate SAS code used for data processing and analysis.
• Support documentation of the data matching and dataset creation process.

Health of People Experiencing Homelessness Report

• Contribute to the creation of the analytic dataset.
• Develop and maintain the corresponding data dictionary.
• Create and annotate SAS code.
• Support documentation of data processing and matching activities.

Newborns in Shelter Project

• Review existing documentation related to data matching processes.
• Identify and help address knowledge gaps in existing documentation.
• Assist with documenting data matching procedures.
• Review and annotate SAS code to improve clarity and maintainability.

Required Qualifications

• Previous professional experience conducting data matching and analysis of historical datasets for similar research or evaluation projects.
• Experience working with complex data matching processes involving multiple administrative data sources.
• Strong proficiency in SAS programming and code annotation .
• Experience creating and maintaining analytic datasets and data dictionaries .
• Strong understanding of data privacy, confidentiality, security, and data governance requirements.
• Strong documentation and knowledge-management skills.
• Excellent attention to detail and data accuracy.
• Ability to work independently and manage multiple project deliverables within defined project hours.
